Millionaire Congolese politician\u00a0Moise Katumbi<\/strong>\u00a0Chapwe<\/strong>\u00a0has relaunched his US lobbying campaign after a brief pause following his return from exile in 2019.<\/p>\n

The former governor of Katanga province has hired international law firm\u00a0King & Spalding<\/strong>\u00a0to lobby on human rights violations, anti-bribery and anti-corruption legislation, child labor, economic and environmental cooperation, and international trade and investment, according to a\u00a0new lobbying filing<\/a>. The firm is expected to arrange meetings with Congress and the\u00a0Joe Biden\u00a0<\/strong>administration and engage with think tanks, media and other groups.<\/p>\n

The engagement was effective June 3 and is worth \u20ac40,000 per month (around $48,500) for an indefinite amount of time, with \u20ac125,000 ($151,500) to be paid in advance. Registered to lobby on the account are\u00a0J.C. Boggs<\/strong>, a partner\u00a0with King & Spalding\u2019s\u00a0Government Advocacy and Public Policy group (bio<\/a>) and a former senior counsel to the Senate Banking and Governmental Affairs committees, and\u00a0Steven Kupka<\/strong>, a partner in the firm\u2019s\u00a0Corporate, Finance & Investments Group (bio<\/a>).<\/p>\n

A businessman who made a fortune in mining and other industries, Katumbi fled the Democractic Republic of the Congo in 2016 after being accused of hiring foreign mercenaries following his announcement that he was running for president against incumbent\u00a0Joseph Kabila<\/strong>. During his exile in Brussels he retained the services of US lobbying firm\u00a0Akin Gump<\/strong>\u00a0to advocate for \u201cfree and fair elections\u201d (the firm previously had a $300,000-a-year\u00a0contract\u00a0<\/a>with Katumbi\u2019s\u00a0Mining Compnay of Katanga<\/strong>\u00a0from 2013 to 2016).<\/p>\n

Akin Gump in turn hired the\u00a0DCI Group<\/strong>\u00a0and\u00a0RMG Africa Advisors<\/strong>\u00a0as subcontractors on the account (see chart below).<\/p>\n

In addition, London election campaign management company\u00a0Gabara Strategies<\/strong>\u00a0briefly retained the services of Washington PR firm\u00a0Blueprint Communications<\/strong>\u00a0and law firm\u00a0Brownstein Hyatt<\/strong>\u00a0in 2017 to build support for his candidacy with the\u00a0Donald Trump<\/strong>\u00a0administration and try to organize a US visit. The trip never happened.<\/p>\n

When the elections were rescheduled in 2018 after a two-year delay, Katumbi was barred from running. He ended up backing\u00a0Martin Fayulu<\/strong>\u00a0and lobbied on his behalf. Fayulu lost to\u00a0Felix Tshisekedi\u00a0<\/strong>in December 2018 (Kabila did not run for re-election), but Katumbi and his lobbyists challenged the results until the US State Department endorsed the election in late January 2019.<\/p>\n

At one point, Katumbi was involved in no fewer than three lobbying campaigns simultaneously.<\/p>\n

In addition to his own lobbying, which ended in March 2020, Katumbi also bankrolled a separate Akin Gump\u00a0agreement\u00a0<\/a>with Fayulu himself. That contract lasted from December 2018 until February 2019.<\/p>\n

Separately, the so-called Group of Seven, a political coalition of former Kabila allies who broke with him in 2015,\u00a0retained\u00a0<\/a>Ballard Partners\u00a0<\/strong>from September 2017 to May 2019 for $50,000 per month. Katumbi was also part of that group.<\/p>\n

In addition, a pair of Africa lobbyists, former\u00a0Gerald Ford<\/strong>\u00a0speechwriter\u00a0George Denison<\/strong>\u00a0and former Assistant Secretary of State for African Affairs\u00a0Hank Cohen<\/strong>,\u00a0paired up<\/a>\u00a0in 2015 to represent a US domestic group called the\u00a0Coalition for a Free Democratic Congo<\/strong>\u00a0they said was \u201cassociated with\u201d Katumbi and Tshisekedi. The pair were paid a total of $360,000 to \u201cpromote and encourage democratic practices in the DRC\u201d but haven\u2019t disclosed any payments or activities since 2018.<\/p>\n

Following his return home, the former governor has\u00a0relaunched\u00a0<\/a>his own political movement, Together for the Republic. He is now looking toward the 2023 election rather than revisiting the one from 2018.<\/p>\n

\u201cI am hopeful that President Tshisekedi\u2019s efforts to open the political space to opposition exiles such as myself will be respected by others such as the former President, Joseph Kabila, and that my return will be without event and that I will be secure and safe during my visit,\u201d he wrote to US Ambassador\u00a0Michael Hammer<\/strong>, Sen.\u00a0Chris Coons<\/strong>\u00a0(D-Del.), then-House Foreign Affairs Committee Chairman\u00a0Ed Royce<\/strong>\u00a0(R-Calif.) and Reps.\u00a0Chris Smith<\/strong>\u00a0(R-N.J.) and\u00a0Karen Bass\u00a0<\/strong>(D-Calif.) in May 2019\u00a0letters\u00a0<\/a>thanking them for their support. \u201cRegardless, I must return and help lead my people in their constitutional efforts to make our country become the beacon of democracy and prosperity that I know it can be.\u201d<\/p>\n

Meanwhile Tshisekedi has hired his own lobbyists to defend his legitimacy in Washington. Although he ran against Kabila\u2019s chosen candidate,\u00a0Emmanuel Ramazani Shadary<\/strong>, some critics accused him of cutting a deal with Kabila to gain power.<\/p>\n

The Canadian\u00a0Caroline Law Corp.\u00a0<\/strong>represented\u00a0<\/a>him pro bono from March 2018 to April 2019. In January 2019, soon after his election, Tshisekedi\u00a0signed\u00a0<\/a>a one-month, $90,000 contract with\u00a0Avenue Strategies Global<\/strong>\u00a0to help organize a trip to Washington. That March, Secretary of State\u00a0Mike Pompeo\u00a0<\/strong>welcomed\u00a0<\/a>him at the State Department and expressed support for his \u201cchange agenda\u201d to tackle corruption and insecurity.<\/p>\n

Most recently, a\u00a0consulting firm\u00a0<\/a>in Kinshasa called the\u00a0REM Corp.<\/strong>\u00a0run by Tshisekedi\u00a0adviser\u00a0Rafael Papismedov<\/strong>\u00a0hired former\u00a0Bill Clinton<\/strong>\u00a0press aide\u00a0Steven Rabinowitz<\/strong>\u00a0and his Washington-based\u00a0Bluelight Strategies\u00a0<\/strong>on a\u00a0six-month, $67,500\u00a0contract\u00a0<\/a>to help organize Washington meetings for Congolese officials including possibly President\u00a0<\/strong>Tshisekedi\u00a0himself. The contract runs from March 1 through Sept. 6.<\/p>\n
